WCO Scholarships in Japan 2021 | Fully Funded

WCO applications in Japan 2021 at Aoyama Gakuin University in Tokyo are open. Applications are open to anyone. Applications for this Japan Stipend are welcome for all international students. The University of Aoyama Gakuin is a fully-funded scholarship in Japan. It's a fantastic opportunity to study in Japan for free abroad. A Master's program in Japan, provided by Japan-WCO Human Resources Development Program (MRP).

These Japanese Scholarships are given in the IPR (Intellectual Property and Strategic Management) program. The AGU scholarship will cover all costs, including admission, tuition, travel, and any approved expenses. None of the IELTS and TOEFL criteria are needed for registration fees.


You are also eligible for a United States University of Hawaii 2021 Scholarship. All excellent international students of any WCO member of the developing country have to apply to study in Tokyo. About WCO Scholarship Program

To enable young customs managers of a developed country member of the WCO to undertake a Masters degree program at the Aoyama Gakuin University (AGU) in Tokyo, Japan, the Japan-WCO Human Resource Development Program (SCDP) gives travel, lives, and health, admission, tuition, or other approved expenses.

Scholarship Benefits


  • A monthly award includes accommodation, food, shipping, and other costs.
  • It cannot be expanded if it is sufficient to detect family members.
  • According to the decision of the Japanese Government, scholarship is subject to change.
  • Checks and payments for tuition.
  • Economy-class round trip air tickets between Japan and your country.
  • The monthly award is now 147,000 yen (as of 2021).
  • The internal audits cost is 290 thousand yen and the annual tuition price is 917,000 yen (as of 2021).

Eligibility Criteria

  • A candidate must be a border officer with at least two years of experience in customs policy and administration in the WCO's own country and a developing WCO member.
  • Candidates that have experience with IPR border enforcement, and are expected to work in their customs administration IPR-related after this scholarship program, will be given special treatment.
  • On 1 April 2022, a candidate must be healthy and ideally less than 40 years of age.
  • Individuals who have already earned a scholarship under the Japan-WCO Human Resource Development Program are not eligible to apply.
  • After the program's completion, the applicants shall continue to work for at least 3 years at their home customs office.
